As many people succumb to a mutation within the human world, many shows their distaste towards it, but also sees them as a weapon. Apprehending and containing them, they do research, along with forcing upon them missions for their own personal gain. In an alternate Earth, with physical shape much like the real life one we live in now, although with a mutation within the genetic makeup...giving many born with powers, with many different effects and powers. Most dangerous, but some harmless or beneficial. You are encroaching upon restricted knowledge that has now been declassified.
