After the Congress of Vienna of 1815, relative peace reigned over Europe and the world, avoiding the general wars seen during the Napoleonic Era. As the 20th Century begins, technology, nationalism, military might, national rivalries, and fear all blend together to create an aura of unease, competition, and concern.
